SAN FRANCISCO (Standard & Poor's) Dec. 17, 2013--Standard & Poor's Ratings Services raised its long-term rating and underlying rating (SPUR) to 'AA' from 'AA-' on Oregon City, Ore.'s general obligation (GO) bonds. The outlook is stable.

"The rating action is based on the application of our recently released local GO criteria," said Standard & Poor's credit analyst Chris Morgan.
The stable outlook reflects our anticipation that the city will maintain adequate budgetary performance and at least strong reserves despite the projected capital project costs.
